What is CQE?

Care Quality Evaluation (CQE) is a digital platform technology under development by Dr Michela Tinelli, a qualified pharmacist and health economist at the Care Policy and Evaluation Centre (CPEC) within The London School of Economics and Political Science (LSE).

With our Integrated Care Ecosystem, we deliver a service that develops new insights at population level through the collection, monitoring and evaluation of data created from patient level interventions. By achieving incremental differences for individual patients, a multiplication effect is realised at the population level. We can connect individual patient outcomes to the economic and social impact of care management on the population.

Background

Transforming Healthcare: The Ambitious Shift to Integrated Care Systems in England

As defined by the NHS Long Term Plan, the NHS in England is in the midst of its most ambitious reform programme for a generation. The goal is to transition from a fragmented network of small-scale commissioning and provider organisations to 42 regionally based Integrated Care Systems (ICSs). These ICSs will form new partnerships across health and care organisations to better coordinate services, plan effectively, and improve population health while reducing inequalities. This transformation marks a fundamental shift in how care is planned, delivered, funded, and managed.

The development of Integrated Care Systems (ICS) is significant not only for England and the UK but also on a global scale, as highlighted by the WHO's global strategy on people-centred and integrated health services. The core principles of this strategy aim to strengthen and build upon the WHO's ongoing commitment to universal health coverage and primary healthcare.

Currently, there is no comprehensive system that evaluates both the data generated from patient-centred interventions and the context in which these interventions occur. This lack of integration prevents stakeholders - responsible for commissioning, managing, and delivering health and social care services - from accessing the insights needed to enhance care quality and improve societal productivity on a population level.

People

Care Quality Evaluation is developed by Dr Michela Tinelli. She is supported by LSE Innovation and a core team of data analysts. The team includes Agnieszka Sobala, Gopika Rajeendar, Rosalie van Onzenoort, Shashank Srivastava, and Ziru Huang, who bring diverse expertise from psychological and behavioural sciences, data science, and public policy, contributing to our mission of delivering insightful and impactful dashboards. Bruno Chereque Lizarzaburu and Yara Miranda Antoniassi are postgraduate students from the LSE School of Public Policy who led the work on the development of the dashboard prototype application to dementia.

Dr Michela Tinelli

Founder of CQE

Michela is a health and care economist within CPEC and a NIHR SSCR Leadership Fellow. Her research is centred around two main areas: 1) Economic evaluation for adult social care, including hard-to-reach populations with complex needs; and 2) Development and application of choice modelling and contingent valuation to social care.

Michela has a PhD in Health Economics and Primary Care and an MSc in Public Health and Health Services Research from the University of Aberdeen, as well as an MSc in Pharmacoeconomics and a Professional Doctorate Degree in Pharmaceutical Chemistry from the University of Milan, Italy.
